Preparing the High Level Conference

In February 2007, the EC commissioned a tender contract to a consortium to coordinate the technical process leading up to the high-level conference and follow-up with the Pact.

The consortium is led by Dr. Eva Jané-Llopis on behalf of the Health Department of the Government of Catalonia (GENCAT). The other partners are the London School of Economics, STAKES and The Scottish Development Centre for Mental Health (SDC). The SUPPORT project is involved with the consortium through the link with SDC.

The coordinating consortium was tasked withbringing together expert input from stakeholders to prepare a series of consensus papers to inform the High Level Conference in each of the main thematic areas.

These papers reflect the way action on mental health can contribute to mutual objectives across sectors and how the implementation of agreed policy objectives can be strengthened. The papers will focus on highlighting opportunities for evidence-based action, as demonstrated by research and practice.

The consortium was also asked to produce a set of policy briefs pulling together the key aspects of the consensus papers in a focused set of potential policy aims.

These papers were coordinated with the Background Paper ‘Mental Health in the EU: Key Facts, Figures and Activities, produced by the SUPPORT project, and together they formed the preparatory dossier for the High level Conference and Pre-Conference.

The consensus paper development process aimed to include a varied group of stakeholders in each area.


Developing the Consensus Papers


The process started with four meetings held inLuxembourg, February, 2008. Full details of each meeting are available from the links to the consortium website below:

26th February: “Prevention of Depression and Suicide” –Coordinator: Kristian Wahlbeck

27th February: “Youth, Education and Mental Health” – Coordinator: Eva Jané-Llopis

28th February: “Mental Health and Older People” – Group Coordinator: Eva Jané-Llopis

29th February: “Mental Health in Workplace Settings” – Group Coordinator: David McDaid

 
After in depth discussion during the expert meetings, a core drafting group of 3-5 experts in each priority area, led by the group coordinator, were tasked with producing a first draft for consultation.

This paper was circulated to the group of experts attending the thematic meetings for input and comment. A second draft produced according to this feedback was circulated for feedback and suggestions from a broader group of key professionals and organisations in the priority area identified by the thematic experts and coordinating consortium.

In this way, it was hoped that the maximum input from stakeholders and key players within the European Member States would be obtained.

The process, timeline and milestones for the preparation of the consensus papers were:

  30th March:     Draft 1 –Developed by the coordinator and core drafting group
  15th April:      Comments on 1st draft back from thematic group/EC
  30th April:      Draft 2: Circulated to broader group of stakeholders, MS and experts
  15th May:       Comments on 2nd draft back from broader group
  30th May:       Draft 3: Circulated before the conference
  12th June:      Pre-Conference event
  13th June:      High-level conference

This ambitious timeline was met thanks to the commitment to the process shown by the many stakeholders that took part in the development of the papers.
